The authorities of Belarus are preparing to change the child allowance system: they want to tie its amount to the recipient's income. At the same time, today's payments will become the guaranteed minimum, while maximum payments could reach the average salary level. Lukashenka and officials hope to raise the birth rate in this way; hot debates are taking place on social networks, and experts are convinced of the initiative's ineffectiveness: the reasons for the drop in the birth rate are far from being only economic.
