Until recently, drones were considered the main symbol of the new war. They changed the battlefield in Ukraine, forced armies around the world to revise their doctrines, and proved that a cheap drone is capable of destroying a tank worth millions of dollars. But while attention was fixed on the technological revolution, Russia was developing another—less noticeable—one. Instead of professional intelligence officers, random executors are increasingly used, who themselves may not even understand that they are working for Russian special services. The British think tank RUSI believes this is as much a revolution in modern warfare as the mass appearance of drones.
