Human freedom is not an abstract concept, but a set of concrete conditions: the right to express one's opinion, protection of property rights, the ability to move freely, and the right to conduct business without arbitrary government pressure. The Human Freedom Index shows how these and other conditions are realized in different countries. In the 2025 ranking, Belarus is once again among the outsiders, and its position reflects not a one-time decline but a consistent trend that the index has been recording for several years.
